It is def MQable and 1 mirror can result in 2 turn ins. You do not need to hand in the mirror twice.

So you hand in a mirror of self-loathing to a Tormented Tradesman, and get a cracked mirror back.
you hand in a quill, parchment and blade to Dalnir, and he depops immediately.

but you can hand in the cracked mirror to a new Tormented Tradesman to spawn another Dalnir?

Yes, each mirror can be used for two greenmist...
With drusela perma camped for cords mirror will be rotting soon at that rate...
You can spawn two foreman with the mirror as you were supposed to spawn it, talk with him to know the rest of the quest, go farm the needed items and rrspawn him for the turn in...

Get the lord of pain's khukri from me, the mirror from p99druid and you can have a greenmist in 3h plus whatever you need to get/buy the two chardok items...

What lvl would you need to be to do this

For lord of pain? Lvl1... For the rest... Lvl1 with lots of help, assuming you buy all you can (mirror mq, green metal shard and the history of greenmist) you'll still need to have a triggered golem in OT killed, a 45warrior sarnak in loio killed and turn ins to do at the bottom of dalnir... So it really depends... I wouldn't counsel to do it before 40 and the proc is lvl 45 anyway...
