NPC Spawn Issue: Several NPC changes to West Commons once Sol Ro Temple is released

Once Sol Ro temple is released in October 1999, several changes to West Commons NPCs occur:

* Nightfall Giant begins to spawn
* Guard Colin and Guard Vallon are upgraded from lvl 10-12 to lvl 30s
* The two crafted resize dwarfs are added.

All these NPCs need some era rules applied.

Bump.

I saw that the Nightfall Giant is now fixed, but the crafted dwarves and guards Colin and Vallon still aren't right.

Actually I just ran past WC and no crafted dwarves anymore, must have been fixed too. Good stuff.

Putting this here as more evidence of their lower level versions. Odd that he refers to them as "Militia" instead of Guards. I don't see this repeated anywhere else.
