Can anyone speak for this mob being in game yet on Teal? He drops a 35% weight reduction bag and his placeholder is "a lion". Didn't want to try and camp it if he doesn't exist yet.

He does exist, just keep killing lion's around KFC and he will pop sooner or later.

Shralok packs are 25% WR and an easy semi-afk camp in Kithicor, no running around or constant activity needed. I'm not sure how crowded the spot is on Teal as I haven't done it yet, but that might also be worth looking into if the only item you want is the bag. That being said: rechargeable invis rings are nice.
