if you go into your UI folder and open the file EQUI_CastSpellWindow in a text editor, you can see individual x, y coordinates and lengths for each part of that object. with a little crafty editing, you should be able to just multiply the size of everything by, say, 200%.
be careful with the buttons, as you will have to change both the x and y values in order to prevent overlapping.
it is possible to edit your UI while in game. any changes tht you make to your ui will not show in game until you type "/loadskin" and choose your updated ui. this is an easy way to test your changes to see if you like them.

06/24/14 - Removed the XML data that showed the target con in the target window, this patch will remove the small black box you were seeing.

I'm assuming you didn't read the patch notes where it was removed, sorry. That's the reason for the update.
