Rightt because the staff isn't currupt and people don't get banned for NO reasons with NO explanation given (even though they claim they will give you a reason)

Not going to search for it but Sirken did recently say that you can petition for the reason if you don't know it already.

Why are cheating accounts not deleted?

99% of the time that the staff re-activates an account for 'some reason' they are being conned and the cheaters are laughing their ass off at making money off of you.

Stop being fools. Delete the accounts. There are no excuses. If someone gives a great / plea in petitions - then give them the benefit of being able to make a new level 1 and appreciate the server.

No RMT. No Cheaters. Delete them.
