Default Shaman: Black Dire Question

Basically would like to know if I can just head into MM and kill Black Dire and get the pelt and turn it in for the boots as long as I have enough faction. Or do I need to do all of the steps leading up to it?

you would feel more accomplished by doing the steps.

its not hard to get them done, anyone 40_ can do them.

I don't know the specific answer to your question but what I can tell u is, I turned my black dire pelt in after one Bondle and one envy / woe / marr turn in which put me at amiable. I had the same concern u had and wasn't willing to chance it.

Edit: misread the question, the answer is yes. For the shaman epic it's all about faction. How u get that faction is up to u. So along as u have enough faction, u can turn it in, doesn't matter how u got it. For how much u need, see the first section of my post, I'm not entirely sure.
