Sword of Runes + War Epic Scabbard combine bugged?

According to a guildie, myself, and another person (other person might be the guildie):

It seems the ability to combine a sword of runes in the Red Scabbard to create a 2h epic is broken, for me it says: you cannot combine these items in this container type.

Validated the method through several other postings including the link above. Perhaps this is due to the change in the most recent patch for a timeline change for the Sword of Runes?

Agree - this appears to be bugged and not working as intended.

I achieved warrior epic on a character 12/3/22 and it does not work.
