Miscellaneous: Banked containers' contents should be inaccessible

Banked containers' contents should be inaccessible until the container is moved into the player's main inventory. This was not changed until 2001:

Already reported in standard bug forums by Ele. Haynar confirmed that he will not be implementing as adjusting the item movement code leads to very high risk of item duplication exploits.

Possible compromise, not that I'm that hung up on this, but No Drop items could simply disappear from the bank like No Rent items when you stay logged out?
