Wallin Slyfoot not being targetable

In West Commonlands there is a Halfling NPC, Wallin Slyfoot. He is part of the quest Innoruuk Symbol. I have done this quest many times over without any issue until recently he is acting very strangely. He is not triggering quest text or responding to Hails most of the time. I am con 'As an Ally' to him. Occasionally he responds to 1 Hail but then nothing else. Even attempting to /attack I am unable to hit Wallin at all, as if I am not actually next to him or as if he is phased out of existence.

I have tried Zoning in an out, Re-logging, Restarting EQ, checking my connection. Not Invis, I have him targeted, I am saying the correct text "I will Assist you"
I am able to Hail other NPCs, attack other NPCs, merchant etc. It is only this Wallin Slyfoot who is unresponsive most the time.
