did original project 99 launch in 2009 with no expansions? then release kunark and velious later?

yes (not exactly certain about 2009, but yes to the expansions later)

Ok. Then shouldnt be a big issue to revert it back again (lvl 50) I would hope.

This is just a flag that wasn't set correctly. Nilbog and I keep meaning to go over all of these flags 1 by 1 to make sure they're all accurate, as many of these have contributed to several issues already.

It'll be fine for launch. No we're not delaying.
