Quest Issue: Vendor and Quest issue (Kaladim)

So after killing some mobs out side in BB I had bone chips and a few extra weapons and armor items. I went into Kaladim to sell and turn in Bone chips at quest.

During the quest turn in I did not got any of them items you normally would, I am not sure if the chance is just really low, but I remember it being 100%? I will test this a little more later.

However the vendor across from the bone chip turn in took my items while selling and text confirmed I received money, but this was not the case, I had the same amount cash as before selling. Again I will test this more and see if other vendors in the area have the same issue.

Kaladim bone chip quest definitely does not give an item reward 100% of the time.
