Are Iksar KOS to the skeleton captain for the new worker quest?

I can't say for certain, but I would imagine that yes they would be. Overthere is an old-world evil race hub. Iksar don't have a need for that since their capital is in kunark.

But then again I could be wrong. Never done the quest.

Yes they are KOS by default.

As for needing it, every class/race combo in the game needs the mallet.

I meant that the iksar do not have a need for the overthere outpost as a faction hub.

Can a iksar necro charm the guy for the quest and can a monk sneak to hand in whatever it is to gain faction?

Necro can charm him but the monk cannot turn in with sneak. The faction required is too high

Yes, a necro can charm to reach amiable faction and get the mallet.

Yes, a monk can sneak turn-in braids to raise the faction, which is a different quest:

I don't recommend hailing the Captain while sneaking...
