Cloak of Flames = 3 secs off Rogue Backstab (7 sec cooldown instead of default 10 sec ) without spell haste.
Seething Fury 40% haste from Ragebringer Epic does not reduce backstab cooldown and will stay at 10 sec cooldown before haste spells.
Unlock 4 second backstabs with chanter haste allowing 3x backstabs during the 12 second duration of Duelist ( double dmg ).
Serious Rogues should get your hands on a Cloak of Flames if you dont have a 41% haste item. from plane of sky etc.
