Miscellaneous: Warrior bind wound skill red below 50

With velious bind wound caps changed for warriors before level 50.

In kunark warriors were capped at 100 until level 51.

In velious warriors can exceed 100 before that. However, although they are able to skill up their bind wound, the skill window continues to show the skill as 100 (and in red).

This has been consistent in all the old world zones I have visited (not visited any kunark or velious zones with an appropriately levelled character yet). This seems to be similar to the knight skills problem.

There are several bugs of the same nature. It may just be a client-side issue. Perhaps the client has a different formula for max skill than server-side.
