Default Recant Magic Friendly Fire

At a beta raid a little over a week ago, we were in Kael prepping for Vindi, and I cast Recant Magic on a cleric outside my group that was not dueled with me, just to give her a target. I did not get a resist message, and it actually stripped off her top two buffs. We were not in a PVP arena.

This should be trivially easy to confirm, but feel free to PM me with any questions.

I think so, yes. However, in this era guild status shouldn't actually matter for anything outside of a declared guild war, yes?

The current P99 implementation for dispels allows for guild members to dispel other guild members without resists or invulnerable messages.

They were two chanty buffs. I can't recall which specifically out of C2, E, and GoB.
