Game Mechanics: Target Health Issue

When i updated to the newest patch, i noticed that when i target something now, I cannot see how much health it has. There was normally a red bar that would go down the more i hit something, but now it just shows the targets name, and I have no way of knowing how much health my target has left. Any ideas?

I have had this problem in the past with the default UI. I just use the Velious UI listed on the getting started page and that fixed my problem.
