Default Mouse Hover/Hold right mouse for clickie not working

So when I mouse over items in my inventory the name does not pop up anymore, and a probably related but much more serious issue is that I cannot click and hold on items to make clickies.

I have restarted the client, I have restarted my machine, I have tried shift+alt+R to release mouse cursor, nothing.

I installed a new graphics driver, restarted the client/computer and that fixed the mouse over issue. I am still unable to use items in my inventory though as well as being unable to click and drag a hotkey for items.

This has happened to me before, more than once. It eventually goes away, but I don't know (and nobody I've ever talked to seems to know) exactly what causes it. It happened to me in February for like 2 weeks. Nothing seemed to make a difference, it went away again as mysteriously as it started.

Has happened to me twice, reboot computer fixed it both times.

For some reason, it being negative stops item hover text from working. If you reboot it resets the counter and item hovers should reappear. Alternatively, wait another 24.86 days and it'll fix itself.

I mean I've rebooted my computer several times already. I said in my first post that rebooting was one of the measures I've taken.

Make sure you don't have fast start-up enabled. That's not a "real" reboot:
