It is time to remove Red's inability to 'recharge' items.

Previously this was a feature that made sense when the server's population was at all time highs. However, now the inability to 'recharge' items only hurts the remaining population without much in the way of positives. I would like to see this feature that Blue and Green get to enjoy added to our beloved Red server.

Item recharging should be removed from the other servers too.
