Telin Darkforest Eats ranger epic items at lvl 46.
So I just did all the ranger epic stuff, and handed Telin Darkforest a 'Warmly Glowing Stone'.
He ate it. Level 46 toon was used for hand in. After hand in failure, I hailed him and it turns out he gives a "sorry you can't be trusted" message, however I find this potentially incorrect given it should be a 46+ quest. Anyone have any comment as to how this could be wrong? Toon name was 'Misl' if a dev looks.

Telin cons indifferent to me. And gives the same message as if a player below 46 hailed.
No faction negatives ever taken.

Ok so my logs show on April 2017 when I did a ranger epic on a different toon, I was level 46, he conned indifferent, but answered my hail. It was like 30hrs later in logs I got to level 47.
So I think the issue is that my ranger today is Human, and was 7% in to 46. The quest might be looking at the total XP of the character, not specifically the level? Seems plausible to me especially if the values were input as a 'level check' to Telin, based either on pre class xp penalty values, or the total xp amount is not the same value as needed to ding.

Delete this please, I just had someone log ranger in and handed a faction neck. NPC responded fine and as expected.
So there's a level of indifferent a human tunare ranger does not meet apparently and this was my mistake.

Still bug-worthy / interesting if the faction required is within the indifferent range and not at the borders of the faction range like every other quest in game. I've never seen a quest (after the addition of ally faction tag) that requires a low vs high of a faction stage (indifferent, amiable, etc).
People often say certain quests like Shaman epic require max ally but that's 100% not true, any stage of ally works. Same with SoulFire used to require "high warmly" but that was before the ally tag was added to remove this confusion.

My wood elf Tunare ranger needed wolfform to deal with Telin. I messed up and had to restart the quest several steps in, still needed wolfform.

I'd like to add the following commentary:
With a faction neck it all worked fine. With AoN click skeleton, also works and fixes faction with the dwarf in kaladim. I handed in with AON click up and it turns out faelia is super kos to skeletons. (clicked off before she aggrod). So use a faction neck to fix/borrow one.
