NPC Spawn Issue: Goblin Jailmaster room is double popped

In Permafrost, title basically says it all. Each spawn in room has double spawned for some reason.

From what I can tell, this is working as intended.

He spawns kinda near the Alchemist and Scryer, at the end of a hallway. Small room with many gobs in it (6).

If there is classic evidence supporting single spawns it can be changed.
