Tank/Healer duos? In essence you'll either base yourself around a Cleric or a Shaman.

Cleric-based tank duos are the slightly slower option, and usually (very high-end gear notwithstanding) the more limited in a tank duo. Clerics however are easier to use as a base for larger groups and are highly desired by all guilds. Warriors are probably the most effective partners for leveling with a Cleric due to lower experience needs and higher damage output. Either of the hybrid tanks also works of course, but Paladins are a weaker choice in purely duo terms. I played as part of a Paladin/Cleric duo for many years. It serves as a fine basis for building groups (which was my own priority) and duos fine to about level 50 or so, but past 50 the setup's duo capability diminishes almost to nothing.

The Shaman offers more raw power for leveling in a duo than the Cleric does, at the cost of being harder to play, busier, weaker as a group healer, and ultimately much more expensive. Any of the three tank types pairs effectively with a Shaman and can duo all the way to maximum level. Shadow Knights in particular shine with a Shaman partner. If you choose to base your duo around a Shaman, you sacrifice group healing power and some guild desirability in favor of having a more versatile duo; it's a good choice if you duo more than you group.

Druids don't pair particularly well in duos with tank-type melee classes. They can be made to work, but ultimately with a lot of limitations and aren't something I'd recommend to newer players. Druids also serve as a poor basis for building larger groups. Druids tend to duo better with other casters, like Enchanters.

for new players, i'd say necro/bard. very cheap to gear, plus you have all essential functions of a group. bonus: necro can help bard aoe kite
