Default Latency in game (Looking for help optimizing settings for performance)

Howdy folks. For years I've run logs, had no issues with latency in game even on fights like Tunare Vulak, and AoW. Recently this has changed and even small encounters like Vindi are absolutely crippling to my system. Disabling logs lets me get to the point I can press buttons and actually get a response, but its not the issue. If anyone can advise on settings for a Nvidia 980, or the client, or any other ideas to help address the issue I'm having I would appreciate it.

latency != framerate

are you talking about delays in input, but the video is smooth? or are you seeing choppy video? or is it both?

Both. Seems like its about 2 frames per second, unable to get responses to button clicks in a timely manner.

how big is your log file? i've seen similar behavior and it was related to large log files (200mb+)

My log file is fresh. I switched it to a new file as one of my first attempts at resolving. 2mb currently.
