I did 48-52 way down in the butt crack of lower guk at the sentinal camp, safe area to med/afk, 3 static dar ghoul knight spawns, pH for sent is also a dar ghoul, and 1 lower level roamer.. if not enough could peak out and grab stuff near frenzy.

Was with my enchanter but a gigapally would do just fine with lulls and root, no casters unless you try to pull front outside frenzy.

Once you get 55 and narandi lance it opens up a lot more if you were using a reaver.

Wakening Land Tar Goos should be able to take you from 54/55 to 58 pretty easily. If you wanted you can stretch it to 59. The good money makes up for slower exp.

Eastern Wastes Orc camp can also take you to 58/59. The higher level elite guards are around 42 to 45. With Pacify/root + nearby zone line you should be able to pull them pretty easily. Orc fang earrings are quick sellers and you'd probably have a couple bags full by the end.

At 58/59 Karnors Castle basement is probably your best bet. Prisoners are easy but some will be green. The Soldiers are tough, but nothing a root + back up and heal can't fix. All undead. Generally very safe.

Around 57/58/59 you can also faction up your Sarnak factions to be non kos to Sarnaks in Burning Woods and that opens up a lot of undead to kill a lot safer.
