Default Distortion of characters and mobs

I cannot figure out how to get characters and mobs to look normal like their supposed to. There are lines that project far outside of the bounds of the characters. I've reformatted, reinstalled, ensured I have all the appropriate drivers installed. I cannot think what else may be causing this issue. Any help would be greatly appreciated.

It makes the EC tunnel hell to navigate.

2 things
reinstall to C:/P99 folder (anything outside of program files or (x86) is needed)
reinstall, your texture files are missing/corrupt

This issue is related to the RenderEffects folder.

If available you can copy the RenderEffects folder from an unpatched install and you wont need to reinstall. Otherwise after you reinstall do not patch the RenderEffects folder

Kavious, you are my hero! That was exactly it. Somehow the p99 files that copied in don't work on this old laptop, but the original files look great! Thank you!!
