Meditation bug (stays at 0 after training)

So I found this post related

And there wasn't a response and it was closed so thats why I made a new post.
I have trained I think 4-5 points into meditation, on the training screen it shows when I add a point, but as soon as I close it the point it not applied.
I also see this reflected in my char skills list as well.

I'm currently a lvl 5 Barb Shaman on the Blue server.

So this is still a bug but I have an update.
Meditation shows trainable at lvl 1, however it is not trainable until lvl 8 on a Shaman.
All other skills reflect the level requirement except this one.
Not that I'm past lvl 8 I am able to train and skill up Meditate.
