Static spawn in LOIO

At approximately 1954, -360 in Lake of Ill Omen a goblin (battlemaster or skirmisher) spawns and then....stands still. Does not roam or path. This isn't a fort or a ruin, just a grassy hillside, so I assume it is supposed to path.
