You can manually change the starting position of your windows in your UI_CharacterName_P1999*.ini file. Set them to something like x position 500 and y position 500 and that should put it out in the middle somewhere. Adjust it to where you want in game, then /camp out to have the game save its new position.

Sounds like you are using a busted UI. Try switching to the default and see if you can move them around.

When I put my cursor on the edge of the chat bar or buff bar, it only allows me to change the size.
I had the same issue, my solution was low tech... I just adjusted each corner one at a time to be where I wanted on the screen. So just move all the other windows first then "size" your chat window into place. It's dumb to have to do it that way but was pretty easy

So based on the screenshots and what my own UI looks like - you're missing part of the chat window where the "titlebar" or w/e it's called should be. Like Xaix said, I'd recommend re-applying the patch and making sure the content of the uifiles folder is updated/overwritten.

I have uploaded all the UI files, and then replaced the ones like p99 says and I am getting the same thing.

I can finally move my windows now though, and thats all I really wanted
