Bards don't get that except on chants. DoT's that are AOE's aren't effected by that particular mechanic. Denons, Chords, etc are full damage, and double with inst.

I didn't think we were there in the timeline yet.

As far as im aware we aren't even at PoF era, which got delayed?. (correct me if I'm wrong)

Yes I know but chants should be doing full dmg while moving still as well. Hopefully I just had the wrong instrument equipped
