So disabling fast start-up and rebooting using Shut Down and not Restart did not work either.

you might have a windows update pending...that is the primary cause of the the hover over text not appearing for some strange reason

Hover over text isn't broken anymore, but the drag and drop to make clickies is.

Pending windows update was always the source of the broken mouseover for me. I'd check that. Mine isn't working today, I check for windows updates and lo and behold my computer is working to install it.

EDIT: After windows update, mouseover works again.

Update is that I still can't drag and drop items to make clickies. Rebooted dozens of times, did a 120 reset, no Windows Updates, disabled fast start-up, everything suggested.

You aren't actually dragging and dropping right? You have to hold the click down until the button attaches to your cursor and then put it where you want it in your hotbar.

Yes I am holding it down to make the shortcut button, nothing.

This is still an ongoing problem. I have tried every single suggestion in here along with some other ones mutiple times. To clarify the mouse over to see item text issue is no longer an issue. I still cannot create clickies by holding down left click and dragging it to a hotbutton. I'm not ready for raiding and will have to play unable to use any of the required clickies made mandatory by any raiding guild.
