Quest Issue: Deep Six Cutlass quest "The Bridge" broken or working as intended?

I am a Druid and have done several quests repeatedly to get high faction with the Deepwater Knights. I am currently at Kindly faction.

I thought it might be fun to do the Deep Six Cutlass quest. The wiki says nothing about only Paladin's being able to do it.

Below is from the wiki. He gave me the same affirmative response that I was ready.

"You say, 'I am ready to prove allegiance to Erudin.'

Weligon Steelherder says 'Yes, you are ready. We have heard rumors of a great bridge which will connect Antonica with Odus!! This must not happen! We must shield ourselves from the savage and evil ways of the other races. They say that a list exists. A list of three grand architects who wish to see this bridge erected. You will venture to Qeynos and find the list, then exterminate these three men. Return the list along with their heads and the Deepwater Harpoon is yours. Go!!'"

I then killed all three NPCs and got the list that Hansl drops on the ground in Qeynos. I turned them in (one at a time) to Weligon Steelherder in Erudin and he didn't say anything or give me the quest reward Deep Six Cutlass.

Once you turn them in to him he is supposed to say "Hand Weligon Steelherder the sealed letter, Human Decapitated Head, Gnome Decapitated Head, and Dwarf Decapitated Head.

Weligon Steelherder says 'It is done!! I pray to Prexus that the knowledge of the bridge's design has departed from this world with the passing of these intelligent men. A pity they had to die. As for you, the other states may not tolerate your presence any longer, but you have proven that allegiance to Erudin is paramount among all Erudites. I am afraid the [harpoon is no more]!! I bestow upon you Deep Six, my personal cutlass!! May you wield it in the name of Erudin.'"

You are then supposed to say "Why is the harpoon no more?'" to which Weligon replies:

"Weligon Steelherder says 'The Deepwater harpoon's distribution has been restricted by order of the High Council. The last one awarded was to an outsider, the brave and noble paladin, Sentry Xyrin. She hailed from the Temple of Marr.'"
You receive the Deep Six Cutlass.

The question is can a non-Paladin complete this quest? If so, this appears to be bugged.

This entry on Allakazham is by an Enchanter that did the quest so it appears you could do it as a non-Paladin in live. The date is past our timeline so it's not definitive proof as the quest requirements may have changed but doubtful.

I just completed this quest a few days ago, and discovered you don't take a huge faction hit in Kaladim or Ak'Anon. I found Purchin Oddsbott in HHK in what looked like a torture chamber. I am now KOS in the FP casters guild (Academy of Arcane Science) but I was also sitting there offing the guards out front for awhile before I killed Purchin. I went from dubious to scowls in my combined faction work in Freeport. Also, since I'm not a Paladin, I have a Deep Six Cutlass I don't want. Send me a /tell if you do.

I believe the issue you had was this quest was not multiquestable.

-Rewrote Weligon Steelherder's quests as multiquestable, added some missing faction checks

However, I didn't multiquest this at all, the reward is tradeable. I did the entire thing on my druid who has very high faction with all the Paladin factions as I do the Ro Armor quests a lot.

Thanks. I'm not going to try it again, the faction hits are way too ridiculous.
