I think that's more complicated than you think (or more expensive, if you want to avoid the ground up solution).

Even Netflix (as an example) does not have a 100% fool proof solution. They have a solution which is illegal to bypass, but it *is*bypassable.

Please patch the item to be magic so rogues cannot pickpocket it or a log of bans of people stealing from others who waited on the list / helped.

Skipping a line where people spend 40+ hours is going to cause some extreme conflict.

If shadow banning would prefer players banned for cheating / exploiting other players time and effort be available listed publicly to dissuade people from doing it in the future/ less future gm involvement

Nobody wants EQ PVP anymore. That's the why the SINGLE live pvp server (Zek) has been dead since about 2006.

BC EQ really doenst have PVP. Its why whichever company owns EQ atm. Needs to redo hte game IE EQ next. Which sadly won't ever happen.
