I'm sure the nexus and spires could be implemented easily. Only allow people to blast off/to one spire and block out the other nexus zones. Problem solved.

Oh gee, thanks for pointing that out. Not only was I unaware what expansion Shadow Haven was released with but I was also foolishly under the impression things in this thread were innately non-Classic. Thanks, don't think I could have figured that out on my own.

EDIT: Also, since we're gonna get picky and technical. While released in a Luclin zone, the Casino "quest" was not pushed with Luclin. It, in fact, didn't come out until 4 expansions later during Lost Dungeons of Norrath.
