Velious will be great for the server. There is just so much to do aside from the raid targets(of which there are many, and are spaced out pretty well). Faction, armor quests, ring/shawl quests and more..

You really think TMO will care to go kill VS for the 875th time when they can be working on getting everyone and their alts ST keyed?
