My guess is that you probably have a basic graphics capability even on a Celeron. I remember feeling like I was hot shit for picking up my Voodoo3 64MB video card to run EQ. I think your bigger challenge will be getting EQ to run outside of Windows, or getting some kind of Windows functionality to the Chromebook.

On the other hand, if you want to buy a laptop under $400 that can run EQ, I have one laying around that I used to play P99 on. I'd let it go for $150. Intel Core2 Duo, 250GB HDD, 4GB RAM. It's an HP dv6 from around 2009.

chromebrooks are no bueno for gaming. just go to bestbuy and buy a regular Windows laptop for said budget.

Just pay a little more and buy a Surface Pro... It runs like a champ on a surface.

Go on eBay and find a used Dell precision 7500. Make sure it has an nvidia graphics card and a core 2 duo CPU. Should not be more than 300-350.
