Runed Totem Staff on 'a gnoll'

Was in Lake Rathetear today and killed 'a gnoll' at the gnoll camp near the SK zone, and it dropped a Runed Totem Staff. I thought that these were meant to only drop off of the gnoll High Shamans, and not just the basic gnolls. Might be wrong but just thought I'd point it out.
