Only thing I've never been sure is how does proc rate work vs double attack and no double attack.. Like a ranger using a venomous axe compared to a bard with equal dex.

You have a chance to proc each time the delay timer elapses, regardless of how many swings the timer produces.
Post triple attack buff you'll be able to swing 1-3 times with your primary, and also do 0-1 proc. With the secondary hand you'll be able to swing 0-2 times and also do 0-1 proc.
