Bard instrument skill cap

Hello, I am pretty sure my instrument skill skill showed as 235 before and now it shows as a red colored 200, as if I died and lost skill points.

Is this intended?

Is bard instrument skill supposed to be at 200?

At 56 all my instruments are maxed at 235.

Should this be petitionable then?

I have instrument skills showing as red (as if I lost levels and lost skill points) at 60, when that should be impossible.
