Default Damage over Time - DOT BUG

What is up with DOT's, If the mob is in its spawn location and I root/dot it full damage takes place. However if it moves and I root it again, the game thinks the mob is still moving and only does 66% damage. I have to go into melee range and get hit then back off, the DOT resumes doing full damage. Is this a known bug, or a feature of the game now? I do not remember this being a thing.

Probably been broken for the last 7 months, 2 patches ago. I have a video of it in the other thread. It shows the correct damage percent and the same dots ticking for less after root break re root.

It's been known to the devs since October 2019 at least. It's still not fixed?

Yeah this is still a thing, I left p99 in 2018 and came back, started playing my necro and wondered wtf was going on. It is easy to see how it works. As long as you root the mob while it is not moving, the dots will keep ticking for full damage, as soon as your root wears off and you re-root while the mob is moving it still thinks the mob is moving and only does 66% damage. Have to go into melee range and let them hit you, back out and it does full damage again. Pain in the ass
