Yes, they were. But even when it’s been raised a dozen times Nilbog doesn’t act on it.

We all know back in velious and prior a wizard mob would force strike and various other pretty poor 35ish spells.

As a rogue on live you would actively hunt shaman NPC’s as they were a free kill casting useless crap on you while you backstabbed them.

Maybe someone could look for anecdotes like that?

I found a decent necro forums post explaining the differences between what NPCs would cast before and after the NPC spellbook buff change. References mobs in Akheva.

Dungeons like Dalnir, which are caster-heavy, were balanced around NPC casters with shitty spellbooks. So these dungeons are super hard now compared to how it was in classic.
