wavecrasher unresistable, nearly unresistable?

isnt wavecrasher's breath of the sea proc supposed to be unresistable and then nerfed to lure lvl nearly unresistable? just a fluke?

hmm this was apparently just a fluke, it proc'd landed 10 times in a row against my cleric with 102 cr.

See I'm more of a classic experience kind of guy which is why I'm so against boxing and vendor recharging
