Normally it would be for medical neglect
There are a few things you are legally required to provide for your kid as a parent: food, water, shelter, clothes, hygiene, and medicine
That last one means you have to accept whatever the current standard medical practices are. For example, you can’t take your sick kid to a shaman healer. You can’t come up with your own medicine like trying lavender oils to cure bronchitis
I mean you can to some extent, but if the kid is taking serious damage or at risk of dying due to not being provided actual medicine they will take your kid for that. There were times in the past where parents tried “faith based healing” such as praying the illness away and of course their kid died. After a few of those deaths the rules changed
In this case it sounds like the gov’t didn’t care about or want to wait for an unvaccinated donor and considered it medical neglect to not accept the donor available
