People complain about the historically uneven application of the rules you moron. I think a 65mph speed limit is dumb but if everyone from one state is allowed to zoom by it while everyone in another state gets pulled over then people are going to bitch.

There are maybe 2 groups like Kringe crew that won't log in and do anything unless they have a full group with bard speed running them around but most are not like this.

There are only a couple players that left Red99 for RoZek. The rest of the people playing quit Red99 a long time ago because they were done with it. It isn't like Red99 had a lot of people before RoZek launched, it has been a wasteland for a while now.
