Low level aggro weapons

Hello, I have decided to use play a warrior main. I am new to the server and have limited resources (IE not a twink warrior). I have been trying to figure out which weapons are good for aggro at the lower levels for tanking, that are affordable for someone just starting out. (I have around 600pp atm and can steadily increase it, but my price range should not exceed a k per weapon).

My first thoughts are the weapons need procs which work at my level (13 atm but 20ish seems fine)

I atm have tentacle whip (and another banked) and a deadwood stave as my weapons. What would you recommend for aggro weapons at the lower levels that are fairly affordable? Should I worry about procs at this stage or focus more on raw damage? Thanks!
