Spells: Stonestance disc should have a 3 minute cooldown at level 60

The cooldown of the level 51 Monk discipline Stonestance should scale from 12 minutes @ level 51 to 3 minutes @ level 60 (taking 1 minute less per level).

Currently it has a 4 minute cooldown at level 60.

I found a thread from the Monkly Business forums, slightly out of era, which implies the current p99 time of 3:54 at 60 is correct:

Voiddance: 53:42

Conclusions:
1. Reuse Timer seems to drop by 54 secs each level until (or if) it bottoms out at 3:54

The thread is more extensive than the one referenced in my original post, and has monks of every level from 51-60 posting values from their own in game testing.
