Default Cain's 9-9-9 plan for EQ

So, there are general problems facing the American economy. Herman Cain believes that his 9-9-9 plan could fix America. I'm not so sure.

Now, many people believe there are problems in our P99 economy. There is an overabundance of cash because of dupers and because the server expansion has lagged behind the expansion rate of live. There are also many players on P99 who have vast cash making experience during their time on live servers and other emulated servers.

As such, while most MMORPG's suffer from mudflation, older items decreasing significantly in value due to new content being released, our beloved P99 is suffering from stagflation. More and more cash is added to the server without any new outlets for this money. Many MMORPG's saw the addition of cash sinks; large purchased items that offered small benefit, but took cash out of the economy. EQ saw horses and houses and titles and golden tickets.

To provide a check to the EQ economy, Cain's 9-9-9 plan comes into play.

There is one item on the horizon that could provide a cash sink. The VP key is eagerly anticipated by many. The first 9 would require a 90K payment to be made to Emperor Ganak along with the 4 required pieces to obtain a VP key. This requirement could last a set time (4 months, until X number of epics are completed, until Velious is released) so that those with the means to quickly obtain a VP key are allowed to help the P99 economy, but those without means can still key up later for free.

Secondly, a 9% income tax on individual net worth would remove cash out of the server economy and provide an incentive to convert some of the excess coinage into value-added items.

Lastly, a 9% tax on all player transactions would disincentivize the evasion of the player income tax and would also slowly remove some of the surplus specie from the P99 economy. This would simply be a function that occurs whenever a player transaction occurs where the receiver obtains 9% less than the amount displayed in the trade window.

Possible complaints:
90K to Garak?
Either a dupe of Garak could be placed next to each NPC banker, or some coordination would be required to get 90K to Garak. A group of Str-buffed and scaled individuals could do it fairly easily. As most people looking to obtain a VP key have a fairly wide resource net of guildmates, finding people to make the run should not be difficult.

Evading the tax?
A determination would need to be made on how frequently the 9% personal tax would be assessed. Unless it was possible to accurately record the amount of cash generated in one tax period, people would be subject to multiple taxation on the same cash reserve. Therefore, the tax should be applied infrequently, so as to prevent excessive taxation on the populace. The tax should also include specie on characters when determining the levy, so as to prevent tax avoidance by holding one's wealth on one's person

What's the basis?
Basis, a tax term indicating the rise or fall in value from the point of purchase to the point of sale is not applicable in item transactions, as the tax levied is not a capital-gains tax, rather a sales tax. Therefore, the original purchase price of an item should not be included in the next transaction involving said item.

Then their is the change campaign going where obama is promising that their will be change in the way the top raiding guilds raid... so that all the raid bosses will be shared among all guilds on p99.... dont think that campaign is going to work.

Lol... I guarantee someone could buy a VP. Pay someone to camp all pieces and buy a tooth from a guild that doesn't need anymore.
