HELL LEVELS!
We all know some levels are way harder than others. As i am going through the levels i am reminded of this. Here is my list of hardest levels
20 / 35 / 40 / 49 what do you guys think? | ||

Technically speaking, only 30 40 45 are hell levels before Kunark.
51 is the "new normal" when Kunark is released with actual hell levels at 54 and 59. 59 being a total doozy. | ||

30, 35, 40, 45. You're blind as a bat if you can't realize that those are the classic hell levels.
The exp formula is known and easily verified besides the fact that you can just count "oh hey it took me 140 kills of this mob to get through 30 but it only took 68 to get through 29. Gee. Hrrrmmm." | ||

The hell levels are essentially double levels. Its not a perception, like when the moon seems like its apparently bigger on the horizon but its not actually even apparently larger either. Yeah moon analogy?
Anyway, dont forget the experience lost formula is always the same: 10% of the total required for previous level. This means on average you'll lose 18-19% of your experience on levels 31, 36, 41, and 46. 51 begins a pattern where the first level doubled in total, and increments are doubled as well, making 51 52 and 53 all hell levels of a sort. 54 actually doubles the total of 53 making it a quadruple length level. 55 lowers again but not as much, and 56 57 and 58 act as doubles as well, and 59 acts as another quad totaled level. 60 is short again, but carries the large experience loss from following 59. | ||

Like Tecmos said, hell levels aren't subjective things, it's when the xp modifier changes.
