Vulak`Aerr is also only dropping 2 items and should be 3-4 with 4 being uncommon.

Can confirm this from researching that I've yet to see a single tormax / statue / dain with two drops. However, I have seen two drops on Vulak and NToV, and quite a lot.

Yea I don't doubt NToV had 2-loot droppers since there are so many dragons, and the triplets/duo in the very north section could be 1-2 due to their small loot tables.

The City Leaders (Tormax, Dain, Yelinak), Statue, AoW, and probably Zlandicar should all be 3minimum, some getting 4-5 loots randomly. Currently all of these can drop just 2 loots which I believe is incorrect

Server First Tormax and Statue were 2 loots as well (plus Tormax head).

It appears the 4 loots from 4 seperate tables might have only been introduced when vulak was removed and replaced with ring of vulak (sometime in 2002). At that point on he seemed to be dropping 4 items + spells:

We got 7 out of 44 kills.

Loot it can drop is the same, loot table slightly different because it can drop 4 items now instead of only dropping 3 like before the change.

Prior to that 3 drops always seem to be the norm for vulak

He's been killed nine times now on Veeshan by FoH and some CD help, and six times on Mithaniel Marr by The Afterlife, as of two days ago. He drops 3 items per kill.

NToV is 2-3 for most bosses, 1-2 for triplets. Zlandi can drop 5 items, Dozekar can drop 1-7 tears, it just won't be every time. No boss that I am aware of has a chance to drop nothing. There have been numerous discussions on the dev team and drop chances for raid mobs are unlikely to change from current values.

That sounds right to me, but I just went through Rampage's raid logs (10+ encounters) and every North Temple dragon is dropping 2 exactly. Either we have been getting totally screwed by the RNG, or there is a bug somewhere.

That's not true. We just had 2x single item drops off triplets.
