Default Truth to a rumor I heard re: bard procs

Someone told me that bards have a bonus where their weapons proc more often. Is there any truth to this?

The dexterity stat affects proc rates. Bards tend to have high dexterity. That's the only correlation.

That, and also bards on live have katta's song of sword dancing, which adds 75dex and a proc... Might have helped this wrong rumor to propagate
