No. First mention I see of it is in October 2001 (Magelo database) which is well after Velious in Dec 2000. People don't start talking about it til Feb 2002 on Alla, and first entry for spell effect is in Lucy 2002-03-07... seems to indicate the Oct 2001 date is when it appeared in game. I don't see it at all in the patch notes archive. Obviously it was taken out of P99 because it was an anachronism.
