Its seems to be that rounding up the speculators, gangsters, and other forms of wealth extraction would be top of the list. Stalinism worked by putting fear to be UN-corruptable and to perform in the upper and middle classes -- workers were kind of doing what they always did.

Stalinism worked by repurposing their political rivals' croplands into cotton farms while the people living in said region were left to starve to death, eating and feeding themselves to their children....for the greater good, of course.
